I was just watching the evacuation of New Orleans. Thousands of
cars were in 2 lanes exiting the city. They were in line for hours. At
the same time there were two EMPTY lanes going into the city. Why can't
the incoming lanes be dedicated to OUTGOING traffic at those times? Or
at least half of them, thus allowing for some incoming traffic or
emergencies?
